二、申請人的資格要求2.QualificationRequirementsforBidder
(a)滿足《中華人民共和國政府采購法》第二十二條規(guī)定；

(a)MeettheprovisionsofArticle22ofthe"GovernmentProcurementLawofthePeople'sRepublicofChina";

(b)落實(shí)政府采購政策需滿足的資格要求：本次招標(biāo)若符合政府強(qiáng)制采購節(jié)能產(chǎn)品、鼓勵(lì)環(huán)保產(chǎn)品、扶持福利企業(yè)、促進(jìn)殘疾人就業(yè)、支持中小微企業(yè)、支持監(jiān)獄和戒毒企業(yè)等政策，將落實(shí)相關(guān)政策。本項(xiàng)目專門面向中小企業(yè)采購，中小企業(yè)參加政府采購活動(dòng)，應(yīng)當(dāng)出具《中小企業(yè)聲明函》。其要求標(biāo)準(zhǔn)詳見《政府采購促進(jìn)中小企業(yè)發(fā)展管理辦法》（財(cái)庫[2020]46號）、《關(guān)于進(jìn)一步加大政府采購支持中小企業(yè)力度的通知》財(cái)庫〔2022〕19號文中相關(guān)規(guī)定。

(b)Qualificationrequirementstobemettoimplementgovernmentprocurementpolicies:Ifthisbiddingcomplieswiththegovernment'smandatoryprocurementofenergy-savingproducts,encouragementofenvironmentallyfriendlyproducts,supportforwelfareenterprises,promotionofemploymentforthedisabled,supportforsmallandmedium-sizedenterprises,andsupportforprisonsanddrugrehabilitationenterprises,relevantpolicieswillbeimplemented.
Thisprojectisspecificallyforprocurementofsmallandmedium-sizedenterprises.Whensmallandmedium-sizedenterprisesparticipateingovernmentprocurementactivities,theyshouldissuea"SmallandMedium-sizedEnterpriseDeclarationLetter".
Therequirementsandstandardsaredetailedinthe"AdministrativeMeasuresforGovernmentProcurementtoPromotetheDevelopmentofSmallandMedium-sizedEnterprises"(CaiKu[2020]No.46)andthe"NoticeonFurtherIncreasingGovernmentProcurementSupportforSmallandMedium-sizedEnterprises"CaiKu[2022]No.19.


(c)本項(xiàng)目的特定資格要求：3、法人的分支機(jī)構(gòu)以自己的名義參與投標(biāo)時(shí)，應(yīng)當(dāng)提供由法人出具參加本項(xiàng)目的授權(quán)書；
4、單位負(fù)責(zé)人為同一人或者存在直接控股、管理關(guān)系的不同供應(yīng)商，不得參加同一合同項(xiàng)下的政府采購活動(dòng)；為本項(xiàng)目提供整體設(shè)計(jì)、規(guī)范編制或者項(xiàng)目管理、監(jiān)理、檢測等服務(wù)的供應(yīng)商，不得參加本項(xiàng)目的采購活動(dòng)；
5、本項(xiàng)目不接受聯(lián)合投標(biāo)。

(c)Specificqualificationrequirementsforthisprogram:(iii)Whenabranchofalegalpersonparticipatesinthebiddinginitsownname,itshallprovidealetterofauthorizationissuedbythelegalpersontoparticipateintheproject;
(iv)Differentsupplierswhoseheadsarethesamepersonorwhohavedirectcontrollingormanagementrelationsshallnotparticipateingovernmentprocurementactivitiesunderthesamecontract;supplierswhoprovideoveralldesign,specificationcompilation,orprojectmanagement,supervision,testingandotherservicesforthisprojectshallnotparticipateinprocurementactivitiesforthisproject;
(v)Thisprojectdoesnotacceptjointbidding.
